Working people can't get ahead.
Groceries cost more
BGE is up AGAIN
Everything is more expensive
Stronger Communities
Better schools
And a future that actually feels stable.
And that's a problem.
Because it's only when cost of living is affordable that people have the breathing room to build something better.
If we're always out of time, money, and energy. We can't build a better life for ourselves or our family
I'm Cory Shaffer
Independent for Baltimore
County Council District 5

Lowering the cost of living is the only way we build a world where people have real economic stability.
Because when people are financially secure, they're less divided. Less afraid.
When that happens, everyone finally has the opportunity to be themselves.
To live up to their fullest potential.
To build a better world.
But first I need your help getting on the ballot
I am running independent.
Independents have to collect 1,000 signatures just to get on the ballot in Baltimore County.
And I need your signature.
It can't be electronic though. It has to be signed in ink.
Here's How We Make it Easy:
1. Fill out the form below.
2. We'll mail you a signature form with a pre-paid return envelope.
3. Sign the form and pop it in your mailbox.
Easy and NO COST to you.
We pay for all the postage and will have it in the mail the very same day.
If you know of 5 or 10 friends or family members you can ask, let us know and we'll send an extra page.
Sign up below to help me get on the ballot.
We can only win if we work together.
What I Believe
Communities should have a stronger voice than corporations.
Residents should matter more than donors.
Local government should listen to the people who live here.

But if the community doesn't have a voice, corporate interests always take over.
The Politicians
They should be helping us come together to push back.
But they're taking money from the same corporations raising the prices.
So life gets more expensive, both sides just blame each other, and regular, working people are left barely scraping by.
Then the media and politicans divide us over the reasons why life is getting harder.

We fight back by organizing around our shared frustrations.
That's how we build back local power.
One voice Gets Ignored
THOUSANDS DON'T
Here's How I Would Lower Costs.
Specific Ordinances I'd introduce Day One:
Affordable Housing
Every developer needs approval from Baltimore County.
That's leverage.
We shouldn't give it away for free.
If a developer wants county approval, we should be getting something in return.
More affordable housing.
More local jobs.
More community investment.
If a project needs county approval, it should benefit the people who live here.
Development shouldn't just make corporations richer.
It should make our community stronger.

Community Rate Negotiation
Every month, BGE sends us a bill. And they tell us what we're going to pay.
And every month. We have to pay it.
They know we're not going anywhere.
They know we are stuck and they are taking full advantage of it.
So they raise rates. They add fees.
We complain but nothing changes.
We fix it by pushing back together.
When a million residents all negotiate together, BGE has to compete to keep us.
Better rates. Better terms. More accountability.
MoCo is already doing it. Baltimore county should too.
I would introduce a bill to make it happen.

Direct Primary Care Initiative
Healthcare costs are out of control because the system is designed for making money. Not for taking care of you.
I'm proposing direct primary care as an option for county employees first.
No insurance middleman. A flat monthly fee. Actual access to a doctor.
Once it works for county workers, we expand it to the whole community.

About Cory Shaffer

County Council District 5

Updated District 5
Map

I'm here to bring people together around what we need to live.
Housing, Healthcare, Energy, Food
I'm running independent because we can't keep doing things the same way.
I'm running as someone who lives here.
As a Husband and Dad.
As a business owner.
We can build this together.
I believe when people can afford the things they need to live.
They have security.
They aren't so divided.
People are able to live up to their fullest potential.
Why I'm Running
For the last ten years I've been running a mental health with two locations in Baltimore county.
I saw the opioid crisis and wanted to step up and do something about it. I don't just talk about change. I try to help build it.
When a community has a voice. We control the outcome. Not corporate interests.
That's how we make this county work for us.
